Business licenses are required if you plan to "do business" within an incorporated area, whether you will be sited in a commercial area or in your home. Licenses are required for each city where you "do business," not just where the business is based. Requirements and fee schedules vary by location.

Building & Occupancy Permits

The State of Oregon publishes How to Start a Business in Oregon. It is a well-organized and comprehensive guide addressing many key questions pertaining to state and federal business licensing and registration.
Federal Employee Identification Number (EIN)
Businesses that are established as a corporation, limited liability company, partnership, or sole proprietorship with employees, must obtain a federal tax number through the Internal Revenue Service website or by completing IRS Form SS.4, "Application for Employer Identification Number." State Business License
The Oregon License Directory is the official State of Oregon website that provides a single information source for Oregon licenses, certifications, permits, and registrations (all referred to as licenses). Information on all known state licenses is available on this site, as well as links to license holder lookups (when available) and federal license summary information with links.
